My husband had the same sort of vision. Last winter and spring, he had both eyes operated on-- for cataracts. The cataracts weren't the whole cause of the problem, but the surgery to fix them also REALLY improved his vision.... AND was covered by insurance!!

Maybe something to look into if he doesn't win??
