Question for you guys - - Neighboorhood problems

Well, on to my question for you guys -
1 - If you had neighbors whose guests constantly blocked the roads making it impossible to safely pull out of your own driveway, would you say something to the neighbor directly or to the HOA?
2 - Also how would you handle destruction of property in your yard by these same neighbors?
There are two houses across the street that the people in there are just downright rude and disrespectful of anyone else that happens to live here. I have said something to the HOA, however, there are no changes.
About a week ago, we were trying to back out of our driveway because we had an emergency, and ended up backing into a guest of our across the street neighbor's car. Well we called the police, let them know what happened, they came out, and ticketed the other vehicle's owner for illegal parking and causing a traffic accident and wrote the report as being the fault of the owner of the parked car for parking the way she did. Keep in mind as I finish this post, she is a junior/senior in high school
And now - last night the same guest was at the home across the street, and I come out this morning and find that my Christmas decorations have been completely and utterly destroyed. They broke all the reindeer that we put up by placing them in obscene positions, lights have been ripped down, and garland ripped off the columns on my porch. Which is why I am pretty sure it was this little group that hangs out with the girl across the street, because these are juvenile things to do.
TheOaf66 replied: yep, call the cops, let them deal with it but they had motive etc so you're probably right that it was them, get the police involved, don't even talk to the neighbors, and leave everything the way that you found it so the police can see
MichaelsMommy replied: I would totally call the cops. They already have on record the prior issue - so I bet they'll think the same as you are. Too bad you couldn't have caught them red handed. From the sounds of things - I wouldn't approach them on your own. Start with the police.
holley79 replied: I would contact the local law enforcement. It sounds very juvenile to me also. There are laws against criminal mischief. I would refrain from pointing fingers blantly but off handed mention about the accident. They will look into it. I would also let the HOA handle parking problems. For every time something happens to something on your property I would contact LE.
Crystalina replied: What everyone else said. Don't confront them. Eventually the cops and the nasty neighbors will get tired of law enforcement being called to the house all the time. It will stop. If they sneeze in your direction then call the cops. I do think the cops have better things to do then be called for neighborhood squabbles but at the same time these people are messing with your property and causing safety issues. Some things can be taken care of without the cops but these neighbors sound ignorant so don't even waste your time.

sparkys2boys replied: I agree with everyone else to, just call the cops and let then deal with htis before it gets even more ugly with the nasty neighbors. What a childish thing for them to do.. godd luck with it. I also have neighbors from he**..lol.. it can be no fun.

Second, I think you did the right thing by going to the police first about the accident. I'm glad they gave the neighbor the ticket, not you! But as far as the destruction on your decorations, I would maybe ask around to all the neighbors and see if anyone "saw" anything suspicious first. You don't want to accuse anyone before knowing the facts. Then file a police report. The HOA probably won't do anything about the vandalism, but they should help out with "no parking" signs.
