Love my Apartment! HATE Everything Else! - Huge Vent

So why am I crying? The noise from the neighbours downstairs, the lack of heat in my apartment. This evening I made a noise complaint about my neighbours. The police arrived, talked to them and nothing was done. As soon as the officers left the TV was turned back up again. So I waited until 1:00 am and called again. This time they asked if I wanted to speak to the officer. So he came in and talked to me. He explained that it wasn't really that loud in their apartment. That this was an old house and the walls were thin. I'm sorry but I could almost hear everyword from their TV in my bedroom. The officer than told me to contact my landlord about the situation.
The temperature in my apartment fluctuates between 60 & 70 F. It is now winter, I am freezing! I have to wear two pairs of socks and a zippered hoody over my clothes. It's better for me to just stay in my PJ's and thick bathrobe all day! DH gave me an early Christmas present it's a little space heater. So the apartment warms up a bit when it is on. You can set the temperature that you want, set a timer and when the room reaches that temperature it shuts itself off.
So I've written another letter to my landlord, one explaining the oh so pleasant smell of dope and the other about the noise and heat. I'm going to call him tomorrow. But I doubt he will come down here until the Rent is due. I'm not a stupid women, I've been documenting everything! Temperature and odour!

kimberley replied: that really sucks. nothing worse than bad neighbours. i would seriously reconsider the apartment with drug users nearby. as for the noise, what i used to do when i lived in a basement was sleep with a walkman on. guess that would be an MP3 player now . sorry things are not working out.
luvmykids replied: I'm so sorry, bad neighbors make life miserable! Is there any way of finding out when their lease is up, on the chance they'll move? Might give you something to look forward to and make it easier to hang in there.
I was going to suggest something like Kimberly for the noise, I used to sleep with the radio set between stations...not loudly, but the static was low enough to not bother me, loud enough to drown out their noise. I hope things improve somehow

Kirstenmumof3 replied: Unfortunately I am not in subsidized housing, there is an issue with the fact that I still own half of the house. So I have to pay out of my living allowance the remainder of the rent.
My landlords response when I called him this morning was basically to side with the neighbors, saying that he has never had any problems with them. He also said that by calling the police this is going to cause friction between me and that neighbors. And that I should have gone and talked to them first. Well I would have if they would answer the door.
I'm very upset and I don't think that my landlord is taking this very seriously. Stating that "after all it is the weekend!"

MotherForever2043 replied: I'm SO sorry We live in an apartment also, but the neighbors don't live beneath us. They are side by side. KWIM? Landlords can be a pain in the rear end..most iof the time! I hope you can get something worked out soon.

Kirstenmumof3 replied: Yes I did. The dispatcher gave me the number for the Street Drug Unit and the number for the Landlord and Tenants Act. I left a message for the Street Drug Unit, but never heard back from them. I called the Landlord and Tenants Act and actually got a live person. She was really helpful and told me to document everytime I smell the odour. She told me to contact my Landlord in writing and then the Landlord has to investigate. If he does nothing there is a form that I can send to them. The Landlord also has the right to evict the tenants, no questions asked and he doesn't even have to give them any notice. We'll see how this all pans out. Only a week until the rent is due and then he will pick up the letters.
