Believe it or not, We had these done at Wal Mart. They turned out MUCH better than I had expected.

I used Meijer before which runs the same "show" as Walmart and they use the same quality of paper and such. While Kylie did take BETTER pictures there...for some reason she smiled and posed for them than at JCP BUT the quality of the picture paper was AWFUL. Also you can get their package cheap but if you want extra photos they are like $20 a page!! Outrageous.
